I know that the breed is known to mature quickly, but should a roo at about 14 weeks be able to inseminate? Today I saw him mount one of my Buff Orps at least 3 times and I was wondering if I should be expecting fertilized eggs or if he is just....trying out the equipment. So I guess what I am asking is will roosters mount before they are actually able to inseminate?

From my experience roosters usually need to practice for awhile before getting the hang of mating. It's not impossible for a very young rooster to fertilise a hen's eggs, but his sperm count and quality won't be very high or good, so don't expect too much from him yet.
