Hello, and welcome to BYC. Chickens dislike change. If you want them to sleep in the coop it will probably be necessary to place them there - then MAYBE they will get the message.

The answer to the question isn't so simple. It isn't that the lower ranking birds wouldn't prefer to roost in the upper section of the coop and stay with the flock. It's that there isn't enough space for them to do so without getting driven out.
Alternatively, you can wrap the lower section with clear tarps or shower curtains to block all drafts from them leaving space uncovered high up on the walls for ventilation and they would be fine there.
