When is a cross now a breed?

It's all a matter of opinion.
Imo if you create something different then what's out there and it breeds true for all its features then I'd say it could be viewed as a breed.
Certainly others will say it can't be a breed until the APA or simular says it's a breed.
 
It’s a breed if it breeds true and has three features different from other breeds. If you don’t have a standard to breed towards (the standard can be one you made up if you wish not a published one) chances are it won’t be a breed since breeds have specific tail angles, comb types, sizes, weights… if you don’t have a goal to work towards it won’t become more than a land race.
