When Is A Duck Old Enough To Mate?

Random and odd question here, but I have a flock of 8 ducks that are full-grown. One of them is a drake. Then I have a group of 6 ducklings that are exactly 9 weeks old today. I used a puppy pen in the coop to separate them from the older ducks and they sort of stay in there full time. I want them to be able to get outside more so I usually put my male out to free range since he just circles the pen and I let the young ones out with the other girls. Everyone gets along fine.

My problem is when my older drake is in there with them, he immediately goes for my little Saxony and tries to breed her. I haven't really let him do it and I just go grab him and put him outside, but he's obsessed. Is she old enough at this point to let him just go ahead with it? I seem to remember my Pekin actually asking for it at this age, but this last batch just seems so much smaller. Out of the ducklings there is a Saxony, WH, 2 Cayugas, and 2 Mallards (1 boy). My drake is a Cayuga, so he's not huge or anything.

I just really can't wait to take down the extra fence and have them together because it's so much easier, but I don't want to rush it if it's not safe for the ducklings. At what age do all of you integrate your ducklings?
 
I'm following this as my drake is OBSESSED with my ducklings and I fear for their safety. Mine are now close to 8 weeks old (I think, I lost track). The ducklings also are in a dog crate next to the main duck enclosure and I'd love to mix them, but every time I think I'm ready I witness the drake charge towards the littles.
 
So are they just not developed enough down there until they are of laying age? Because I'm aware of how old that is, I just didn't know if breeding would possibly hurt her if she wasn't ready to lay yet. I know that I've mixed my ducklings well before that age in the past, but I just can't remember exactly when that was.

If I have to I'll get the plastic step-in posts with some fence netting and make a temporary pen wrapping around the coop for them to go into. Or I could swap them back and forth to share the pool time. Right now it's just too hot to leave them in that coop. I've got windows open, but it's still stuffy.

Kind of, but I try not to look lol. That answers my question though, thank you. I'll work on that separate pen tomorrow so that the young ones can get outside safely.

Would it be cruel to put the drake in a make-shift pen and then everyone else in the main pen? That way almost everyone could have pool access. He'd be right near everyone with a fence between, but I don't want to stress him though.
