When is it ok to bathe chicks?

I'm not sure if I'm doing something wrong, but the underside of my chicks is dirty. Filthy in my opinion. One chick will poop and another just goes and sits right in it. When would be appropriate to bathe them, and what would be the best procedure? They are about 3 weeks old right now.

If they are that dirty I would definitely clean it off try using a damp cloth or paper towel be patient it may not come off easily
