Sometimes I have great difficulty identifying breeds in people's flocks. Some breeders strive for purely production traits.

I think the only ones who breed to a standard are those who sell pure bred birds. Backyard chicken owners are usually more interested in egg and meat production so they don't need to hold to a standard.
