We have a standard cochin hen. She will be 1 in June or July as well as the rooster she is with. She has laid about four eggs now. They do not appear to be fertile. Is there a certain number of eggs or time frame that I could expect to start seeing fertile eggs. We have had chickens for a while now, but I have never paid that any attention.

I assume you are looking for the bull's eye and not seeing it. With the age of your chickens, the eggs should be fertile. Sometimes with thickly feathered chickens, the rooster has trouble hitting the target. Breeders will often trim the feathers around the vent to help the rooster find the target. Cochins qualify as thickly feathered birds. This link might help.
