I have never had to raise chicks before, i always just bought hens. And so i don't know when i should start them on layer rations my youngest in 12 weeks oldest is 16 weeks.

There are different ways to go about it.
I personally would wait until the first egg was laid by one of my girls THEN switch to my layer feed. Many will switch to layer feed starting at the 16 week mark. Whatever your preference. I would reccommend that you start putting out oyster shells or ground up and dried egg shells at about 16 weeks and let the chickens eat what they want, wich will not be much.
