When to assist?

I’ve had two light Sussex chicks hatch over the last 24hrs (Days 20/21). I still have three Orpington eggs left in the incubator. One was shaking on day 20, but seems to have stopped. What should I do next? Wait? Candle? When should I consider assisted hatching or adding a hole to the air cell (as per the assisted hatching instructions). Thoughts?
