When to change feed

When you do change from chick starter to regular feed? My chicks I think are at about 3 weeks, have had them two weeks they may have been older when I bought them, they do have good feathering, wings are really showing and the tail feathers are showing, they are also forgive for the right term but the thingy on top of there head is starting to form. The are just about through one bag of chick starter, I hate to buy another bag to only use a small part of it then have to switch feed.

Overall chicks are doing great though one is mean kinda wonder if not a roo, or just getting a pecking order in place. They have gotten bigger, and at times do get noisy and chirp real loud, I tend to jump and run to check on them when they do.
 
I can't afford organic feed for 40 chicks but don't want a lot of non gmo stuff in feed what do you recommend ?
 
Birth-Feathers = starter
Feathers until month 5 = grower
5 months + = Layer (crumbles for bantams, pellets for LF)

On the feed unless you want to go nonGMO then it doesnt matter.
Free Range being the easiest.
