I am probably overthinking this, but here goes...

My pullets are 15-1/2 weeks old now, and have been on starter feed since day one. I know that at 18 weeks they should be transitioned to layer feed, but do I start introducing it sooner (like at 16 weeks) so they are gradually switched over by 18 weeks? Or do I wait until they are 18 weeks to start the transition? I know, theoretically, they can start laying as early as 18 weeks, so I’d want them to have the calcium they need for their shells, but I don’t want to give it too soon and cause kidney issues.

I have nine RIR and six WTB.

You can leave them on a non medicated starter grower indefinitely. You should put out a separate bowl of oyster shells for the calcium needs. I personally don't use a layer anymore. I prefer the starter or an All Flock. If you really want to feed a layer I would switch after everyone is laying. A layer contains more calcium and less protein than the starter. That's the main difference.

I would use up all the grower feed first. Feed is perishable, you can't save it for next year.....
There's no guarantee they will start laying before spring as they are late season pullets. Days are getting short, and laying is dependent on amt of daylight. I have pullets 20 weeks old and am thinking they are not going to start laying before spring.

I personally transition to layer once they start laying, which for a flock coming to maturity in winter can take longer than you anticipate (like over 20 weeks, maybe 24-28 weeks).

Since you already bought the feed you can either do half grower/half layer until they're laying, or use up all the grower you have then just switch over since the feed is already there. I no longer do gradual transitions when switching feeds however, as I find they'll just pick out the feed they're used to and not try the new feed, however maybe that's just my flock as I don't usually see people complaining about that.
