when to open the egg?

Sorry to hear it. There's a member here @kabhyper1 that sells silkier eggs for 35 including shipping for a dozen. I'm sure you wouldn't need a dozen, but you could always incubate them first, and only put good strong developing eggs under your broody.
I got some eggs from her last week, and some are definitely developing. :)
 
It was still moving this morning. I have about 1/3 of the shell removed with the inner membrane intact. The membrane still has large vessels running through it. It is a silkie. Any suggestions?

I am sorry you had such a poor hatch. It sounds like your incubator wasn't quite as warm as it should have been. Can I ask why you removed so much of the shell? I don't mean that in a negative way. I was just surprised when you wrote that you had removed 1/3 of the shell. That was far more than needed to provide the chick air.
 
I was trying to determine where the beak was. I kept it moist. I followed the directions, but it looks like many people suggest a higher temp.
