When to put new chicks on Shavings?

When I received my new chicks one week ago, the hatchery sent me some instructions that said I needed to lay down some paper towels for the new chicks to start on. My question is, how soon should I put the chicks on shavings? Also, how many days do I need to keep the draft shield up? Thanks for your help.

They only need to be on paper towels for a day or 2. You can put the shavings in now, and don't be afraid if they peck at them.
Where is the brooder located? In the house or garage or?

Mine go right onto pine shavings. Never had aprobem with them eating any of it.
