When will our rooster crow?

We have a 8 month old barred rock rooster that we hatched from a egg in Oct but he still has not crowed. My wife says she has seen him try to kind of start with a little gurgle/churp but no cock a doodle dooo, which I have not seen yet. My wife says he is defective. Is there a certain age when roosters will let go and crow, I mean he has 10 hens with him so its not like he does not have something to for. Any chance we have rooster that does not crow?
