I have 3 23 week old hens. 1 Maran and 2 Golden Comets. The smallest one a Comet started to lay a week ago but the other two nothing yet. I have patience and they are spoiled rotten but is this normal?

Yes it is normal, all chickens start laying at different times.

Yeah, it usually varies drastically by breed especially. Marans are heritage which usually means they're late bloomers - usually a month behind production birds. Comets are hybrid egg production chickens which means they start to lay really young, some as early as 16 weeks. Totally normal for that one to start laying first.
