Where do I get successful chicken ordinances?

I'm fighting an uphill battle to legalize backyard chickens in my village. I've been forced to re-home my five hens by the code officer and now I'm trying to effect a change in the code. So far I've hit the village board, the zoning board, and I may have the planning board on the horizon. I need to find existing codes in the Buffalo NY, Western NY area for a take off point if I get to meet with the planning board. Any ideas?
