Can you please tell me wich duck breads are the quietest, easiest to get, cheapest, and can live in a neighborhood with a home owners association .

Bufflehead
Mandarin
Red-crested Pochard
Wood Duck
Smew
Orpington

I think your best bet would be to search each breed you have mentioned. I have four kinds of ducks (none that you mentioned) and to me.....they (all females) are loud. I'm sure no matter what you get, they will be greeting you with quacks or whispy sounds every time you go out to tend to them. Hopefully you will find answers to your questions or someone more knowledgeable will help you.
 
I would move and get all of them...and the others you didn't list...and some chickens...and pigeons...and turkeys....


I am against folks telling me what i can and can't do....I have a wife for that

Well the mandarin will probably be the easiest to obtain. I can only comment on the mandarin and wood duck because those are the only ones I have experience with. You will also be able to find wood ducks easily but they require a permit to keep. The wood ducks are slightly louder than the mandarins, but still aren't very loud at all. Sorry I couldn't help with the others!
