It does not have to be inhaled and it mentions if the person doesn't react within 15 minutes to give them another dose.

The nasal stuff is newer -- only a couple of years old, I think. Baqsimi is what it's called, if I recall correctly. It's supposed to react faster.
I have the powder stuff, too. Thankfully, I've never had to use either one, though I think that I'd prefer the needle.
