I thought the puppy pads were meant for a training aid only. Like you are supposed to train them to use them and then keep moving closer to the door and eventually do away with the pad. Not keep them permanently and let your dog p&s in your house indefinitely.

I have seen someone that continues to use them with their dog, though. She asked me to keep her dog one time while she was going away. My answer was if you can properly house break the dog before you leave in 3 days then no problem.

So many people just use them as permanent dog toilets inside.

Theoretically yeah but I still don’t like it cause I feel like it’s teaching them to pee in the house first then undoing it. I’d rather just skip the middle man and take them straight outdoors.
 
My daughter has a half Maltese and Yorkie or half Shitzu or something. I love the little thing but every time it sees me it gets so excited it dribbles pee. I have learned to delay a few seconds before picking her up or hold her away from me for a few seconds.
My dog is like that, but she's big, almost 80 pounds. I tell people to ignore her until she calms down because if people start petting her right away she'll pee everywhere.
