whierd skin on neck

today when going to check on 4 week old Rhode Island Red chicks, i noticed one had skin showing on the back of her/his (not sure yet) neck. here is a pic of it:

I don't know if you have other Chickens with your chick but a lot of the time chickens establish a pecking order. She might be at the botom. IDK that's all I could think of.
