White Leghorns not laying 27 weeks old

I have 4 white leghorns 2 are 27 weeks old, 2 are 23 weeks old all of them are not laying yet. Autumn 2018 weather is still hot in Sydney.

Pullets mature more slowly during decreasing light. I generally add about a month to a breeds expected start time.
