White Longhorn or White Plymoth Rock and hen or rooster?

We were given three chicks; think they hatched in early April. I'm trying to find out the gender as we can't have roosters in our city. Please note that two have been caught cock-a-doodling but I've been told that gender is dependent on breed, thus, please help discover the breed, and, if possible, the gender. Thanks!



 
They look like White Leghorn roosters.
Hens will develop a large, red comb around laying time (at 16-25 weeks of age) but this drops over to the side. Roosters combs remain standing up straight and brighten to red earlier (around 10-12 weeks)

Leghorn i have both and they definitely don't look like a white rock. Leghorns lay better, but I prefer the temperament of white rocks
