is this a phoenix hen?

i once had a silver phoenix hen (Lacey, r.i.p.) and this bird kind of reminds me of her, about the same size, except all white --- this bird is mature i am pretty sure, and seems to have the same shape, but i still have MUCH to learn about chicken ID (lol) she is about 1/2 the size of my other mature birds (australorps, orpingtons, barred rock)

so actually i think this bird is a young rooster - i will post more pics of him that are taken 1 month after the above pictures.

pointed, shiny neck feathers that stick out in all directions when he's scared/alert means a rooster, right?

here are some pictures of this same bird about 1 month since first posting.
note brown coloration coming in on the wings, and new neck feathers.

It is a roo and the dad obviously isn't a Phoenix so the little roo couldn't possibly be one, besides, they don't look gamey like phoenix, your's look like mixes, but I do love the color of the dad.
