White stuff on chickens neck feathers

I was outside feeding my chickens in the morning today and I saw my rooster with some white and hard stuff and he seemed fine and was walking around normally.:confused:

The feather was already on his skin and the white stuff is dried up there and I can’t get the white stuff off of the feather unless I rip the feather apart.
 
I don’t think so. Our food is mixed with chick starter and crack corn. One of my black Asian pullets has just a little on her neck too.
 
Humm, I've used pliers to crumble poop off the feathers before.
You can also make them a little pool area with the mister sprayer to soak it off.
The heat has been terrible therefore,
Check them throughly for mites and lice.
Breaking that clump up on a paper towel might reveal little bugs.
