White stuff on feathers

Noticed this on one of my hens she’s the only hen that is displaying this on her feathers.
Her eyes seem to be have gotten larger as well.
Is it mites or lice?

Update on my hen
literally overnight she went to this!!! I am putting her down tomorrow but would like to know what happened what did she have? Thank you so much.

She has been bullied and feather picked by her flock. She also may be molting snd very weak. She has bleeding feathers from being broken off. Her neck may be twisted from wry neck. Has she been feeling poorly or low in pecking order? Have the bullied her? How old is she? Has she been eating and drinking? How long has she had the chalky material on her comb and wattles? That looks like favus, a fungal infection on her skin. I would separate her immediately in a wire dog crate. Offer her some fluids with sugar or electrolytes. Is she alert enough to eat? Some watery chicken feed and cooked egg might help her.

I have her separated in a wire kennel
I have not noticed others picking on her.
She has been eating and drinking.

She is about 1 year old.
She has had that on her feathers for a few months And have been watching to make sure it didn’t spread or get worse. I thought maybe it was molting.
 
I never saw any on her waffle or comb. It was only on her back until today. She never exhibited anything with her neck until today.
 
Give here some yogurt with vitamins B complex and E. It will help boost her and help with any wry neck issues.

How much of these would I give her?
One of each capsule onto a spoon of yogurt or if she doesn't eat it, syringe it in her beak very carefully and slowly so it doesn't get in her lungs. 😊
Should I bathe her?
Sure give her a nice warm Epsom salt bath.

Do you have her inside now? If not bring her inside and keep her there providing food and water.
