Can you look at the color on the underside of the hens' feet? I think his mother is either 2 or 3, but she must have white soles on her feet.
Here's why I think that:
A Legbar should have a single comb and yellow legs. (The father does, right? Because all of what comes next is based on him having those traits.)
The cockerel in question has a split-for-pea comb, and he has white legs.
So his mother must have a pea comb, and must have white skin not yellow.
I think the first hen has a single comb, wrinkled up a bit because of her crest. If she has a single comb, she cannot be the mother of this cockerel.
The other two hens appear to have pea combs, so they are both still possibilities.
All of the hens have dark legs, so you would have to check the bottoms of their feet to see who has white skin or yellow skin.
Any hen whose feet have yellow skin (soles of feet) cannot be the mother of this cockerel, if his father also had yellow skin.
I notice that hen 2 has eartufts, but she could still produce a chick with not tufts, so that doesn't help either.
