They normally fight without cause.what are their behaviors like when fighting? Are they eating? Drinking? If so, you might want to add an extra food and watering bowl. Sometimes they like to quibble because they can, just like people. As long as no one is bleeding and toes are still intact, I wouldn't worry too much.
That's frustrating! If they start pulling out feathers and stuff, there may be only recourse and that would be to cage them separately. Small personality conflicts can be okay. All out war would is cause for concern. They normally fight without cause.
The thing is, I don't have other cages. not even an old oneI instantly separate birds that have any negative interactions, I think it's unfair to make animals that don't like each other live stuck in the same enclosure. The most I've given it is a day to sort itself out - but it never does.
Fighting in budgies is obviously violent. Screaming and biting, feathers will be lost and they can end up tussling on the floor. Females can kill each other or sometimes even their mate.
Playing is not aggressive and involves a lot of beak-tapping and pleasant chatter. Sometimes one presses a foot onto the other but its not easily mistaken for fighting.
