Why are my duck's feathers turning hard?

He is threee months old and his feathers are turning hard. He also is loosing feathers.

Some breeds have hard feathers ,is he loosing wing feathers? A pic would be nice

He used to be fluffy. The feathers under him is hard now. He is a chocolate runner duck. I can see his pinkish purpalish skin now.
The feathers are all beggining to feel like plastic

Examine her closely for mites, be sure he is getting enough protein and a balanced feed and give some him vitamins.
