Why are my quails beating each other up?

I have 5 females and 1 male. He is pulling the feathers out of their heads and I think the females are pecking each other's eyes. This is terrible. I can't figure out what is the issue. Should I cull them all and start over with a different line? They have a nice spacious cage. They have hiding spots...bad genetics?

These are 2 females I have seperated from the rest and brought them inside. These 2 have eye issues... Oh!! And the male got his eye pecked too. I seperated him a few days ago. I can't figure out these quails.
 
How many hiding places do they have? I would try separating all of them first to see if a bit of isolation makes them appreciate each others' company a bit more. I would also keep my eyes open in case you have a single bully.

Both ends of the cage have sand boxes with plants to hide in and I have a hidey container in the middle of the cage. I tried to keep an eye on them but unfortunately I'm coming down sick with something. Fever 101.5 so I've barely been out of bed today.

Oh, I hope you feel better soon.

If you can get someone to help you out, have them put a couple small (quail sized) boxes with two entrances cut into them in there for additional hiding places.
