Why are our cookie tin heaters too hot?

We got a 6 inch cookie tin, tried 40 watt bulbs and it literally burned my hands when I had it plugged in in the house to see how it worked. Same with the 8 inch. So I got the 25 watt flame shaped bulb and it wasn't as hot but was still too hot in my opinion to be safe. Trying this out before we really have to use something. What are we doing wrong? The bulbs are clear, the attachment is two lamp kits. Anyone have an opinion?
 
Is this heater going to be used to heat water? If so the water will absorb that heat. When the heater is being used inside there is not much to absorb the heat so it gets really hot.
 
Yes its going in the coops for heating water. I just thought we had overdone something lol. But that makes sense as does trying a lower wattage if it is still too hot. Brick, cookie tin, then waterer. Thanks!
