Why aren't they laying

I have attached 3 photos of my Sussex. They are the same age. To the best of my knowledge they are all hens, as the roosters which are the same are obviously roosters already. I have 5 hens of which 2 have beautiful red wattles, the other 3 don't. Only 2 are laying. What could the reason be? They hatched 22 August 2018, so they are just short of 9 months. Thank you

Age is correct, I kept records and they are the only Sussex that I have. I'll be patient for a bit longer, because they definitely don't look are mature as the others . thank you
 
How long have the 2 been laying?
Did they all come from the same place?
It's true that some birds don't lay until much older than expected,
and some are just 'lemons'.
Have you checked their pelvic points?

Thank you for the location tip. I'm actually located in South Africa. the other 2 have been laying for about 6 weeks. we are in autumn now, but temps not dropping below 12 deg c at this stage at night. Days are around than 20 deg.

Ahhh...the short days(not temps) are probably the issue.
Don't give up on them until after the solstice.

Thank you for that. I'm sorry I missed this reply previously. it seems my ladies are just slower at development. their wattles and combs have finally started growing over the past 3 weeks. I must add that my other thought is that I was given these eggs to hatch. some where Hyline/Sussex and others were Sussex. It would appear that the Hyline x started laying and developing earlier than the others. Thank you for your input.
