Why can't I post?

I want to go to the Polish Chicken forum, and when I do, it just offers me a "post a reply", not "Post a new topic." How do I do that?

Posting a new topic would be starting an entirely new thread, which would require going to the index and choosing the topic heading under which you would like to post like "Breeds, Genetics, & Showing." If you just want to change the subject on the existing Polish thread then you would still be posting a reply.
