I got him as a chick. Its always been missing. The person I got it from stated he did it to 'mark' it.

Yes it's to mark them to know which pen or pair or whatever they came from.
Idk much about exactly how they're marked or how many different ways they can be.
I do the toe web marking which gives you 16 different ways. A game breeder told me he did both and I forgot how many that would make.
I know it's a thing but not sure if it's a very popular thing.
They cost money and usually you're marking chicks from hatch to adulthood. That means keeping an eye on them so they're not getting tight and changing them as they grow.What ever happened to leg bands?

There's also a chance they'll come off depending what type.

That's probably what they meant when they said they did it to mark them. I really don't see anything besides a rub mark on the beakHis toe webbing is also clipped on his right foot.
