Why do her feathers look so gross? Is it wet feather

How old?
Have you checked her oil gland see if there is any debris. If so, take a warm cloth and hold it there. Do this a few times to unclog. Then remove as much bathing water as you can only leaving water for drinking for about a week or so. I would apply the warm cloth for at least 3 days. This should help if wet feather.
She also might be getting ready to molt.

I tried to look a while ago but she is a skittish little gal, and it was difficult to do by myself so I have to get my husband to help me later. I also couldn’t find the oil gland at all

It's at the base of the tail.

About where this duck's bill is. It can be yellow if you see oil, but most likely it is a flesh colored bump.
