Why do her feathers look so gross? Is it wet feather

Maybe. She lays good eggs, eats and drinks well, just doesn’t have nice feathers or swim often

The people I got her from were feeding her rabbit pellets and black sunflower seeds. The male she came with looks awesome but she doesn’t
She uses her energy to produce eggs, so that might be why her feathers are in poor condition compared to the male. Definitely didn't come to you with the best diet and most likely, as astroduck stated once the diet is in order and a full molt has occurred, she most likely will be back on top top shape. 👍

I’m feeding her 17% poultry layer pellets (the best for waterfowl that the feed place has) along with plenty of veggies and grass ranging. I gave egg shells a couple days but she wasn’t interested. Anything else you guys suggest? She’s pretty picky.
 
I suggest to not feed too many treats and to let her get her nutrition from the feed and foraging. Always offer the egg shell on the side - I would add oyster shells as well. Even when we think they aren't eating them, they will when they need them. She might not eat as much of the shells due the layer feed containing calcium, but it's good to offer it separately. Maybe add some nutritional yeast or liquid vitamin b complex since she's on a chicken feed and needs the extra niacin.

Like I said she’s picky so she doesn’t eat much of the “treats” anyways. Pretty much only lettuce

I currently have her in the house in order to keep cleaning up her oil gland, I haven’t seen her eat or drink anything so far but she did lay her egg this morning. Is it possible that she’s not eating just because she’s scared of us? How can I make her more comfortable both to eat and around us
 
Honestly, there's really no reason she needs to be confined. I'm not sure I would confine her either since she's already gone through so many changes recently. I would leave her with her pals. I treated one of mine for wet feather - I just didn't give them swimming water and blocked off the drinking water with boards so that they could only get their heads in and not their whole body. Does that mean the whole flock can't bathe - yep, but it's only temporary.

Ducks don't have those types of feelings. But, it's your choice of course as to what to do. Like I said its temporary. Your girl could get depressed being in solitary confinement. If she's not eating much now it could get worse.
If you are adamant about keeping her inside, I would pretty much leave her be so she can become comfortable enough to eat. Place a mirror in the crate so that she can see another duck. Some people even put in stuffed animals to keep lone ducks company.

She’s not the only one inside, she does Spend the evening and night with my younger indoor outdoor duck. They get along great and she’s been eating and drinking now
 
UPDATE:
She has stopped laying eggs for about 2 weeks now and her feathers are already looking way better than before. So I am going to agree with @AstroDuck that it was previous diet
