why does he look like this?

i purchased 16 rhode island chicks back in feb of this yr. all survived and grew however hes been a little off looking since he started feathering. What does this mean?

i actually have never held him only when he was maybe 6 weeks hes one of my meanest...he doesnt appreciate the physical contact
Ah, okay. Just asking cause he /almost/ looks like a frazzled instead. In my experience (I have a frazzled pullet and frizzle cockerel), frizzles are soft and frazzled are kinda crispy feeling (mine is actually named crispy critter)
