why hasn’t she got a blue wing yet?

My welsh harlequin duck is almost 8 weeks old and she hasn’t gotten a blue wing yet. Her boyfriend(same age) has got his blue wing already. I have seen the chickens pluck a few feathers off her before. Is this normal? Her wing is just small and she is smaller then her boyfriend too.
