That sounds like fluid... the fluid is making breathing difficult.
I would separate him immediately and get him to a vet. If you are truly unable to get to a vet and though I am normally reticent to give advice for specific meds, I think you should do Tylan injections....nebulize with it also . Here is more info for you:

I would rinse the eye with sterile saline (flush it out) > you can make this yourself by boiling 1/4 tsp salt in a quart of water for five minutes (make fresh daily) ... then put a daub of opthamolic antibiotic creme (so a creme specially formulated for use in the eye) in the eye.
You need to ensure a humid dustfree environment for the bird.
