Why is he doing this?

He was probably telling his girls that he found a really great place to brood some eggs. My roo does this every time he finds a dark, out of the way spot. Then, when a hen comes to see what an awesome nest he found, he lets her have it. My boy calls his girls to food, and to nesting spots, and each call is a different sound. Your roo is just being an excellent caretaker of his girls!
 
Okay thank you. Good to know he is happy because my other Poland cockerel isn't as happy because he gets bullied by the other cockerels. Its probably because there is 5 cockerels and only 7 hens
 
Yes, he's being domestic. Some roos feel the urge to take part in the nesting routine, and that noise is what both hen and roos make when they are feeling that urge.

For example, sometimes I've come across a hen walking back and forth in front of the pop hole to the coop, acting agitated. I'll pick her up and take her around to the nest boxes and place her in one. She will immediately begin to make that low, rapid clicking noise, then she'll settle down and begin shaping the nest to her liking.
 
When I went back later in the day there was an egg right enough! I've seen another cockerel doing it but I never knew what he was up to and now I do thank you!!
