Why is my 4 week old chick so droopy?

I have a 4 week old Ameraucana chick that looks very sleepy often. I have them under a heat lamp in the garage, where it is maybe 70 degrees? The others seem to be doing fine. I also see something near the vent...dried blood, maybe?

What's their diet? Where'd you get them?
It's time to remove the heat lamp, 70 is way too hot for 4 week olds. If your coop is ready, they can go out.
Good to know. But it is in the 40's outside, so is 4 weeks old too young? They eat Kalmbach unmedicated chick feed and chick grit. Fresh water several times a day. I got them from Deer Run Farm in MD.

The heat lamp only provides one warm spot? What's the temperature of the whole brooder?

I'd consider treating for Coccidiosis. Treat all the chicks.
You can find Corid at stores like TSC.
Liquid Corid dose is 2tsp or Powdered Corid Dose is 1 1/2tsp per gallon of water given for 5-7 days as the only source of drinking water.
Do not add any extra vitamins/electrolytes that contain B1(Thiamine) to food or water during the course of treatment.

Is the rest of the brooder noticeably cooler than the area under the heat lamp? You can check that with your hand, even if you don't have a thermometer.

Yes, it is okay to treat for coccidiosis.
