Why is my bantam so small?

I bought this bantam as a chick 14 weeks ago. In the picture it is with a less than one day old chick. Why is it so small even though its almost mature?

Could it have parasites or something it probably weighs 9 ounces?

bantams are generally very small, depending on breed the size differs as well

He looks the right size to me

I don't know how much they're supposed to weigh, but I don't think many of them are over 1.5lbs at maturity. I have bantam cochin hens that I'm pretty sure are less than that.
