Why is my chick not growing wings?

Meet Betty. She around 3 weeks. She's had pasty butt. Other than that, she's been active and a busy little chick. But she isn't growing wings!

This is Ginger, her sister. (Though I swear Ginger is a he!) They are from the same hatchery, same age and have similar behaviors.

What happened to Betty??? What am I missing here?

I suppose pasty butt could inhibit growth... depending on how long and severe it was. She does look a lot younger than the other one. And they grow so quickly in the first two months. Maybe she's a runt and will catch up eventually. Maybe she's a he and just slower to feather. Slip her a couple extra treats (like scrambled eggs), tell her how pretty she is, and she'll have big bird wings in no time.

Thank you so much for responding. I fed her some scrambled eggs and I am just keeping her close. She still has a large behind and her shape makes me worry for her future, but I will just keep an eye on her and hope for the best.
