Why is my chick so small and featherless? Stunted growth?

In my experience with having slower than usual button chicks so long as they are still growing some and getting some feathers they seem to have a good chance of surviving. However they don't lay well and I recently lost my fully grown runt button hen. If they stop growing completely and don't grow any feathers they never make it. No matter how well they seem to be doing I always find them dead eventually. I don't know with my chickens yet. I have a bit of a runt that survived but her siblings are just starting to lay so I don't know yet what she'll do. I expect her to lay late if she does at all.
