Why is my rooster being mean to the hens!?!

Are you sure he's not doing his little wing drop mating dance? Just what you described with the wings spread out, reminds me of how they will drop their wing and do this little shuffle to impress the girls before they try to mate with them.

Is he an adult? I would expect an adult rooster to call the hens over and make sure they get some. Did he ever do that?
What are the ages in the flock?
