Why is this chicken always sitting?

If he wasn't contained for an extended period and he isn't acting poorly then i'm thinking he's just lazy.

Is he in a cockerel flock? If you can't find anything else wrong maybe he's just low man on the totem pole & it's a submissive behavior? I'm curious if you let him out without the others if he'd still sit.
