Why isnt she growing?

I have a chick that pretty much stopped growing at about 2-3 weeks old. She is 9 weeks old now. She is eating and drinking. She runs around outside. I have any idea what could be wrong.

Here are some pictures of her 2-3 weeks ago.
In this one she is the same age as the other one.

Another issue I am having is the other chicks I have are almost ready to go outside with my older chickens, and unless this one does some serious growing, she wont. I dont want to have to keep her inside by herself, but I dont know what else I can do.
 
I am experiencing the exact same thing with 1 of my silkies. I got her in October so she is about 6 months old but looks like she is only about 2 months.I am totally puzzled! Hopefully someone can help us out!
 
I have an EE hen that never grew. All the ones that were with her in the order are full size. She also has a leg that does not seem to have a knee in it as she limps and that leg doesn't bend. My
DH helps her on and off the perch and feeds her after everyone else has left the coop. She is much smaller than our batam silkie.
 
We had a marans pullet that stopped growing like your has. She seemed to be physically healthy, but seemed a little mentally "behind" her siblings. I can't attest to her development past about 16 weeks since she was killed by a hawk at that age. I do recall finding some entries here in the forum about dwarfism that seemd to relate to her condition.
 
Thank you. Should I not put her out with the older ones. They are full grown and would most likely kill, even by accident. I just think she will freak if she is by herself. She is even getting to small for the other chicks she is with. I have seen her get trampled a couple of times.
 
I had one like that. All the siblings were much bigger. I thought she was just going to be a bantam/mini. Well, after she got to be about 10 months old, she had a small growth spurt. She still isn't very big, but she is a bit larger than a bantam, but not as big as the rest in her hatch. Not even close. Also, she has very small feet, and her leg and foot bones are tiny.

Don't put her out with bigger birds if she is already getting trampled. Keep her with birds her size or smaller until she fills out more.
