why long toenails

why does my bantam pullet have long toenails? im talking about 2 inches long

Because they haven't been worn down or cut in a while.

well i picked her up today she was free her living conditions were not to great but how do i go about cutting them? do i need to use something like dog toenail clippers or will normal scissors work?

Chickens keep their toenails trimmed by scratching in the dirt while free ranging. Any bird kept in a cage or on soft bedding will have long toenails.
