Why so scared?

Why do my peeps run away and cry when I come close to them? My peeps I had so many years ago followed me and let me pick them up all the time. It continued through out their lives. These new peeps are so scared. :( I try holding them at least twice a day for about 15 minutes. I spend as much time talking sweet to them as I can. Please help me make them tame? Am I rushing the idea of taming them? Will they come around on their own time? I want my chickens to sit with me on my lap through out their lives... Ive had them for almost 2 weeks now and they are going on 3 weeks old.

Some of mine would sit in my lap and others wanted nothing to do with it. I never gave any one more atention than the others, Even the friendly ones would go through periods where they were more skittish. Now that they have started laying all are pretty calm.They all have diffferent personalities. One of mine was always first to sit in my lap and still follows me around when I'm in the yard. A couple of the others in her subflock are pretty friendly but not as much as the her.
 
I probably should of added to just put your hand in offering the food, meal worms or scratch, then let THEM come to you. Usually the most adventuresome one will come first, but when the others see what she has, there is usually a frenzy for the food, and they'll learn to associate you with treats. You're training them to like you.
