Why won't my chickens feathers come back?

Our barred rock chickens have lost their feathers and they haven't grown back for months now. We have treated for mites and lice and upped their protein in their food. What else can we do? No roosters in our group. I'm nervous for our winter in Maine. These poor girls will certainly need their warmth.

Feathers don't fall out and grow continuously. They will grow back when they molt.
