They will eventually take to it on their own. I have not had a single problem with my 11 ducklings. But, I started giving them water to play in from 4 days old.
I put them out in the tractor for the daytime and I gave them a 9" pie plate that they splashed in and outgrew, then we went to the gladware lasagna size and then to a plastic litter pan size. They never slowed down when they hit the kiddie pool.
Maybe give them something smaller filled with water that they can climb in and out on their own. Toss small pieces of lettuce or spinach into the water, mine love love frozen peas which have been thawed and spinach the best.

So I would say just give them time and access...they will figure it out.
